Five clean years of West Virginia filings now buy you a year off. Since July 1, 2026 an LLC with five straight on time annual reports can elect to file every two years instead. That is new, and it changes what you want from an agent here. Not just an address. A service that will not let you break the streak. Most cost $99 to $249 a year, and two of the eight below cost far more once you read how they bill.
The other half of the job is your address. W. Va. Code §31B-1-108 calls the role the agent for service of process, and whoever you name goes on the Secretary of State's public database with their street address. List yourself and your home shows up. Anyone who looks up your LLC can see it. A paid agent puts their address there instead. The annual report is due June 30, and missing it costs $50.

Northwest Registered Agent is our top recommendation for privacy-minded founders. They shield your home address on public records and process legal mail the same day it arrives. The stable $125 renewal rate saves you money long-term. We highly recommend them if you want reliable compliance without the endless upsell pitches.
ZenBusiness delivers a premium registered agent experience tailored perfectly for first-time founders. We love the modern dashboard and the rare inclusion of weekend customer support. The main drawback is the $199 annual renewal fee, which is pricier than some budget competitors. We highly recommend ZenBusiness if you value an easy-to-use digital portal and fast document delivery over securing the absolute lowest long-term price.
Pros
Immediate document scanning and upload to your dashboard
Clean, modern, and highly intuitive digital dashboard
Customer support available on weekends
Shields your personal home address from public records
Excellent user reviews across Trustpilot and app stores
Cons
Annual renewal rate increases to $199 after the first year
Cancellation requires contacting support via phone or chat
Frequent upsells for additional compliance and financial tools
Best for: First-time founders wanting a stress-free, all-in-one compliance dashboard
Harbor Compliance undercuts every national rival in year one at $99, and their multi-year plans keep that rate locked. Documents are delivered same day through the Entity Manager portal with unlimited storage, and service of process triggers a phone call, not just an email. The catch is the $149 renewal and a platform that is clearly built for compliance teams first, so solo founders who want something lighter may prefer Northwest's flat $125 with no year-two surprise.
Pros
$99 first year is the lowest introductory price among national providers
Same-day document delivery with a phone call when service of process arrives
Unlimited document storage in their Entity Manager portal
Multi-year plans lock the $99 rate, two years for $198 or three for $297
Covers all 50 states plus DC and Puerto Rico
Cons
Renewal jumps to $149 a year after the introductory rate ends
The platform is built for compliance departments, which can feel heavy for a single-state solo founder
Best for: Multi-state operators and compliance-heavy businesses that want the lowest locked-in national rate
Rocket Lawyer advertises its registered agent at $125, and that number is real but incomplete. The condition is not hidden. Its own agent page says the price comes with a Plus or Pro membership, in the line under the heading. Standard at $149 does not qualify. The cheapest route is Plus at $249. So a founder who wants only an agent pays $374 in year one, and the same every year after. Already paying for Plus for the documents and attorney access? Then $125 on top is fair. If not, almost every other agent here costs less.
Pros
Backed by a large, well reviewed legal platform
Covers all 50 states
Bundles with attorney access and document tools you may already be paying for
The agent fee itself renews at the same $125
Cons
The $125 agent price requires a Rocket Lawyer Plus or Pro membership
Standard at $149 does not qualify, so the cheapest real path is Plus at $249, making the true floor $374 a year
The membership that carries the agent is sold as a 7 day free trial, after which the full $249 year is billed
Best for: Businesses that already pay for a Rocket Lawyer membership and want the agent bundled in
LegalZoom delivers on the core promise of a registered agent by scanning documents promptly and offering a clean, unified dashboard. However, at $249 per year, it is one of the most expensive options on the market. The aggressive upsells and notoriously difficult cancellation process make it hard to recommend for bootstrapping founders. We suggest this service only if you already use LegalZoom for other legal services and prioritize platform consolidation over cost.
Pros
Prompt document scanning with immediate email alerts
Highly trusted, publicly traded brand name
Includes a compliance calendar for state deadlines
Extensive customer support hours including weekends
Unlimited cloud storage for business documents
Cons
Extremely high annual fee of $249
Cancellation process requires proof of new agent to stop billing
Constant upsells for bookkeeping and advisory services
Best for: Founders prioritizing brand name and platform consolidation over price
Bizee delivers a fast, modern registered agent dashboard at a competitive $149 per year. Same-day scanning ensures you never miss a critical legal notice. However, we found their customer support lacking and the cancellation process unnecessarily difficult. We only recommend Bizee if you are bundling it with their free LLC formation package.
Pros
Unbeatable $0 LLC formation package includes a free year of registered agent
Clean and intuitive online document dashboard
Same-day document scanning for rapid notification
Physical addresses available in all 50 states
Immediate text and email alerts for legal notices
Cons
Difficult cancellation process requires a phone call or chat session
F rating with the Better Business Bureau due to unresolved complaints
Aggressive upsells for compliance and virtual address services
Best for: Entrepreneurs seeking the absolute lowest cost to form an LLC ($0 + state fees)
We do not recommend Swyft Filings for registered agent services. The company advertises a $149 fee, but this is charged quarterly, resulting in a staggering $596 annual cost. While their dashboard is clean and document scanning is fast, the service is ultimately outsourced to a third-party partner. Better alternatives offer superior in-house service for a fraction of the cost.
Pros
Fast same-day document scanning
Clean and intuitive online dashboard
Helpful customer support for initial setup
Standard privacy protection for your home address
Automated compliance reminders included
Cons
Exorbitant $596 true annual cost
Misleading $149 quarterly billing structure
Difficult cancellation requiring phone calls
Outsourced to a third-party partner
Best for: Business owners prioritizing filing speed over ongoing value
Inc Authority bundles the registered agent into its free LLC formation, so year one costs nothing if you form with them. Buy the agent on its own and it is $249 for one year, the same as LegalZoom and twice what Northwest charges. The price is real but well hidden. Their registered agent page is a dead link and the only place the service is actually sold is a marketplace item most founders will never find. Choose this one if you want the cheapest possible start and you intend to move before that first renewal lands.
Pros
Free registered agent service for the first full year when Inc Authority forms your LLC
Fast digital document scanning and immediate notifications
Online portal included at no extra cost
Covers all 50 states
Decades of industry experience since 1989
Cons
At $249 a year once the bundled first year ends, it is among the priciest agents here, twice Northwest's $125, and it renews automatically
The price is published only on a marketplace item page, their own registered agent page returns a 404
Aggressive upsells during checkout and via phone calls
Cancellation requires a phone call during business hours
Best for: Budget-conscious founders who want a $0 setup and will switch agents later.
What Makes a Good Registered Agent for West Virginia Businesses
Naming an agent is optional here, and almost nowhere else.W. Va. Code §31B-2-203(a)(3) asks the Articles of Organization for the initial agent for service of process if any, and item 5 of Form LLD-1 repeats the phrase. Leave it blank and §31B-1-111(b) makes the Secretary of State your agent instead. That office forwards what it receives by certified mail to the last address you gave it, and the service counts even when the letter comes back refused. So West Virginia does not really ask whether you have an agent. It asks who reads the mail.
Item 5 of the West Virginia Articles of Organization. Source, Form LLD-1 rev. 07/2026 published by the West Virginia Secretary of State, read by Geekdiys on August 26, 2026.
Your agent's address is public. It sits on the Secretary of State's business database, next to your company name, for anyone who searches. Act as your own agent and that address is your house.
The June 30 deadline is hard. The report costs $25. Miss the date and the state adds a $50 late fee, with no grace period (W. Va. Code §59-1-2a). Go 30 days past due and the Tax Commissioner can suspend the business registration certificate you need in order to trade. That is the real risk, not the $50.
Since July 1, 2026 you can file every two years. The rule is new. An LLC with five straight on time reports, in good standing, may elect biennial filing. You then pay $50 every two years. If you already have five clean years, you can elect between January 1 and July 1, 2027. Electing skips the following calendar year entirely. Your first biennial report then falls between January 1 and July 1 of the second year after the election. Elect in 2027 and nothing is due in 2028, with the next report by July 1, 2029 (§59-1-2a(d)(3)(B)). Biennial filers also get 60 days of delinquency before the Tax Commissioner can touch that certificate. Annual filers get 30. Miss a biennial report or lose good standing and the state can revoke the option. Five more consecutive annual reports then stand between you and electing again.
How to Choose a Registered Agent in West Virginia
Look at year two, not year one. Bizee gives you the agent free if Bizee forms your LLC, then renews at $149. ZenBusiness sells a $99 first year and renews at $199. Northwest charges $125 and stays there, so it beats every agent here that steps up at renewal. Two routes still come in under it over three years. Harbor Compliance sells three years up front at its opening rate instead of the $149 renewal. Bizee makes the first year free if Bizee forms the LLC. Both want a commitment on day one, and Northwest is the pick for a founder who pays year to year and wants the number to stay put.
Already trading and want to move? Harbor Compliance starts at $99 and renews at $149. The switch itself is a filing. West Virginia charges $15 for the statement of change, filed on the Secretary of State's Form AAO, so leaving is not free. Weigh two things above price. Does the service scan documents the day they land, and does its dashboard track June 30 rather than your formation date?
Renewal jumps - Bizee is free year one when bundled, then $149. ZenBusiness goes from $99 to $199. Northwest holds at $125 and LegalZoom at $249.
Changing agents costs $15 - The state charges it, not your agent. You file the state's Form AAO. Your old service will not bill you to leave, but the state will.
The business registration certificate costs $30 - Get it from the West Virginia Tax Division. Do this before you trade. It lasts until your name, address or owners change. Earn $10,000 or less last year and you still register, but you skip the $30.
Reinstatement - Bringing a dissolved LLC back costs $25. Then add every report fee and late fee you still owe. Guard the cheap deadline.

West Virginia Business Compliance Overview
One filing carries most of the weight. The annual report is due by 11:59 PM on June 30 and costs $25. The $50 late fee is automatic. The Secretary of State can waive or reduce it, weighing your filing history and whether the cause sat outside the actions of you or your agent (§59-1-2a(h)(3)). Before it dissolves you for unpaid fees it must send certified mail 30 days ahead, so a founder who opens their post gets warning. Veteran owned and active duty owned businesses pay no report fee for four years.
What to Do After Setting Up Your Registered Agent
File your business registration certificate with the West Virginia Tax Division through the One Stop Business Portal. Do it before you trade. The fee is $30 and the certificate is permanent until your name, address or owners change.
Get an EIN from the IRS online. It is free. Use it to open a business bank account so company money never mixes with yours.
Diary June 30 for the $25 annual report. Then check that your agent's dashboard shows the same date, not your formation anniversary.
After five on time reports, look at biennial filing. It halves the deadlines you can miss.
Frequently Asked Questions About West Virginia Registered Agents
Does West Virginia require a registered agent?
No, and that makes West Virginia unusual. §31B-2-203(a)(3) asks the Articles of Organization for the initial agent for service of process if any, and item 5 of Form LLD-1 leaves the block optional. What the state does instead is name a fallback. Under §31B-1-111(b) a company with no agent has the Secretary of State as its agent, and that office mails anything served to the last address on file. So every West Virginia LLC has an agent whether it chose one or not.
Can I be my own registered agent in West Virginia?
You can. §31B-1-108(b) lets the agent be any West Virginia resident, so your own name and address will do. The cost is privacy. Whatever address you give sits on the Secretary of State's public database next to your company name and stays there while the LLC lives. One thing before you copy guidance written for other states, neither §31B-1-108 nor Form LLD-1 bars a P.O. box for the agent, though the form does call the separate designated office a physical address.
How much does a registered agent cost in West Virginia?
Most run $99 to $249 a year. Harbor Compliance opens at $99 and renews at $149. Northwest is $125 and holds. LegalZoom is $249. Bizee is free the first year if Bizee forms your LLC. Two services here bill in ways that push the true yearly figure much higher, which is why the table shows what you pay rather than the headline.
What does it cost to change my registered agent in West Virginia?
The Secretary of State charges $15 to file the statement of change under W. Va. Code §31B-1-109. Your old service will not usually charge you. The new one often files it for you. The $15 is still real, and it applies to each change.
Can a West Virginia LLC file every two years instead of every year?
Since July 1, 2026, yes. You need five straight on time annual reports and good standing. The biennial report costs $50 and replaces two $25 filings, so what you save is a deadline rather than money. If you already qualify, elect between January 1 and July 1, 2027. You then skip 2028 and file your first biennial report by July 1, 2029. Miss it or lose good standing and the state can revoke the option, and five more consecutive annual reports stand between you and electing again.
What happens if my West Virginia LLC has no registered agent?
The Secretary of State becomes your agent under §31B-1-111(b), so a plaintiff serves that office instead of you. It forwards the papers by certified mail to the last address you gave it, and §31B-1-111(c) makes the service good even when the letter is refused and returned. Losing the agent is not by itself a ground for administrative dissolution, §31B-8-809 lists those and this is not among them. The risk is a default judgment. You never see it coming.
