Small Business Grants in Missouri
Most Missouri grant windows are shut today. The MTC IDEA Fund and MO STEP still take applications. The rest sit between rounds, pay a city or a nonprofit instead of you, or are loans. Each card below says which.

MTC IDEA Fund (SSBCI 2.0)
Missouri Technology Corporation (MTC)
$250,000 (TechLaunch) to $4 million (Venture)

TechLaunch puts up to $250,000 into pre-seed companies raising under $1 million, Seed Capital up to $1 million, and the Venture program up to $4 million. Every deal needs a dollar for dollar match from a private investor at closing, a Missouri head office, and IP you own.
MO STEP Export Grant
Missouri Department of Economic Development (DED)
Reimbursement of approved export costs
Open year round, approval needed before the eventMO STEP pays back what you spend on approved export activity. A trade show booth abroad counts. DED runs it on a federal SBA cooperative agreement, and the current STEP 13 cycle runs 1 July 2026 to 29 September 2027 at $313,333 total, of which $235,000 is federal. Your application has to reach DED at least 15 business days before the activity and be approved before the event, then receipts go in within 90 days. You need 500 or fewer employees, a Missouri licence in good standing with the Secretary of State, at least a year in business here, and profitable operations.
Missouri Value-Added Agriculture Grant Program
Missouri Agricultural and Small Business Development Authority (MASBDA)

Neighborhood Assistance Program (NAP)
Missouri Department of Economic Development (DED)
50 or 70 percent tax credits for your donors
FY27 Round 1 closed May 1, 2026NAP does not pay you. It gives your donors a Missouri tax credit worth 50 or 70 percent of what they give, which makes it a fundraising tool rather than a grant. Nonprofits apply. Missouri businesses can too, under special conditions set out in the NAP guidelines. Approved projects cover job training, schooling, crime prevention and community services.

Federal Grant Programs
These federal programs are available to small businesses in every state.
SBA 7(a) Loan Program
The SBA's primary lending program guarantees loans through participating lenders. This is a loan, not a grant. But the terms favor small businesses that may not qualify for conventional financing.
Learn moreSBA Microloan Program
Loans up to $50,000, not grants. You borrow from a nonprofit lender near you, not from the SBA itself. The money can cover working capital, inventory, supplies or equipment. Most people get far less than the cap. The average microloan is about $13,000.
Learn moreSBIR/STTR Grants

Learn moreMinority Business Development Agency (MBDA) Programs
Help for minority owned businesses that need capital, contracts or new markets. MBDA runs business centers around the country. They give advice, help with bids, and point you toward lenders.

Before you apply, most Missouri grant programs expect these basics to be in place.
Form your business entity
Most Missouri grant programs require applicants to be a registered LLC, corporation, or nonprofit. If you haven't formed yet, that's the first step.
$39 + state fee. Includes registered agent, business address, and more.
Get your EIN
An Employer Identification Number is free from the IRS and required on nearly every grant application. You can apply online and receive it immediately.
Open a business bank account
Grant funds need to go into a dedicated business account, not your personal checking. Most agencies will ask for your banking details on the application.
Mercury is a fintech company, not an FDIC-insured bank. Banking services provided through Choice Financial Group and Column N.A., Members FDIC.
Grants by Business Type
Targeted programs for specific business owners in Missouri.
Women-owned Business Grants
Missouri publishes no state grant open only to women owned businesses. We read DED's business programs, MASBDA's financial assistance list and MTC on July 22, 2026. There was none. Being certified as woman owned helps with state contracts, not grants. Your route here is the general programs on this page.

Minority-owned Business Grants
The one Missouri grant aimed squarely at minority owned businesses is KC G.I.F.T., and it is small and local. It funds two Black owned Kansas City businesses a year at $25,000 each. There is no statewide equivalent. The federal MBDA runs business centers that give free advice. Its grant windows go to organizations, not to single businesses.

Rural Business Grants
Rural Missouri does better on farm money than on general grants. SEGA covers 75 percent of a value added agriculture project, from $50,000 to $250,000, and the Value-Added Agriculture Grant tops out at $200,000. Skip the USDA Rural Business Development Grant. USDA states plainly that for profit businesses and individuals are not eligible, so that money goes to towns, tribes and nonprofits.

Technology/Innovation Business Grants
This is where Missouri actually spends. The MTC IDEA Fund invests up to $4 million in a single deal and has put more than $60 million into over 170 startups since 2010. It buys equity, so it is not free money. Arch Grants in St. Louis and LaunchKC in Kansas City are the two real equity free options, at $75,000 and $60,000, and both make you move.

Tips for Applying in Missouri
Increase your chances of approval with these state-specific tips.
- 1Check the calendar before you write anything. Most Missouri programs run one window a year, and on July 22, 2026 only the IDEA Fund and MO STEP were open.
- 2Budget the entry fees. MASBDA charges $150 to apply for grants of $25,000 or less and $300 above that, then takes another 10 percent of anything it awards. KC G.I.F.T. charges $25.
- 3Get the Missouri charter first, then wait. MO STEP wants your Secretary of State charter to be at least a year old on the day you apply.
- 4Line up your private investor early. MTC needs a dollar for dollar match from a private source at closing, and it will not close an IDEA Fund deal without one.
- 5The Missouri SBDC network offers business consulting and lists its offices at sbdc.missouri.edu. Its advisers know which windows are open this month.
- 6If you are chasing CDBG money, talk to your city hall rather than to DED. Cities and counties are the only eligible applicants.
State Economic Development Agency
Missouri Department of Economic Development (DED)
DED creates an environment that encourages economic growth by supporting Missouri's businesses and diverse industries, strengthening communities, and developing a talented and skilled workforce.
Funding While You Wait
Grant applications in Missouri can take weeks or months to process. These options can bridge the gap.
Grants in Other States
All state grant guidesFrequently Asked Questions
Yes. Missouri's grant programs are open to LLCs, and several want you registered and in good standing with the Secretary of State before you apply. KC G.I.F.T. asks for a Letter of Good Standing. MO STEP wants a Missouri charter at least a year old. The entity type is rarely what decides it. Your industry and your address usually matter more.
Rarely, and not from the state. Missouri's own programs fund exports, agriculture and technology, and most want a business that already trades. The nearest thing to free money for a new company is Arch Grants at $75,000 or LaunchKC at $60,000. Both make you move your headquarters, to the City of St. Louis or to Downtown Kansas City, before they pay.
Not from a Missouri state agency. The state programs on this page start in the tens of thousands, and MASBDA treats a request of $25,000 or less as its small tier. Awards near $5,000 in Missouri come from private competitions and city programs. Those open and close fast, so check the sponsor's own page for a current window rather than a list.
There is no Missouri small business hardship grant. We checked DED, MASBDA and MTC on July 22, 2026. Nothing is published under that name. Searches for the phrase tend to land on household assistance or on sites that just collect your details. If cash flow is the problem, an SBA microloan of up to $50,000 is the realistic route.
Plan on months rather than weeks. The IDEA Fund tells applicants about a month after each deadline whether they will present, then the board approves, then due diligence runs before money moves. Arch Grants runs from a March close to an end of August notification. MO STEP is quicker, but it pays you back after the event and wants a tax clearance letter first.
